Lawmaker Panel Recommends New Formula For School Funding

HARRISBURG (Newsradio 1020 KDKA) - A panel commissioned by the legislature has recommended a plan to overhaul the decades-old program for state funding of construction and modernization of schools.

The Public School Building Construction and Reconstruction Advisory Committee, known around the state Capitol as “PlanCon,” is made up of lawmakers, and those involved with education and construction.

Among the panel’s recommendations is a new state funding formula that panel member and state Senator Vincent Hughes, a Democrat, says would drive an “appropriate” share to low-income districts… maybe.

“When we put money into the formula, absolutely. OK? But if we don’t have the money driven into the formula, then it’s just a lot of good work that will sit down and go to unutilized because there’s no money driven into it.” said Hughes.

Hughes says there is no funding attached to the PlanCon committee recommendations, which will need the approval of the legislature and governor to be implemented.
