Alternative Housing For Nonviolent Inmates

County Controller Chelsa Wagner joined Robert Mangino to talk about an alternative housing program for nonviolent inmates.  This program provides sort of a halfway between being in a jail verses having complete freedom.  They are able to work, pay a portion of their income to the program, and can also undergo substance abuse counseling in order to help create a plan to reenter their communities after their release.
